Fiscal Year 2025 marked a significant milestone for Utah’s School and Institutional Trusts, with combined permanent trust fund balances surpassing $4 billion in support of the state’s beneficiaries. The Trusts have grown over time through disciplined land and investment management, sound governance, and active advocacy on behalf of beneficiaries.
This report fulfills the requirements of §53D-2-203(5) and supports awareness and understanding of the Trust System. It provides a concise overview of the history and governance of the Trust System, outlines the Advocacy Office’s mission and responsibilities, and summarizes the financial performance of each beneficiary’s trust assets.
The accomplishments highlighted for FY 2025 reflect the result of coordinated efforts across trust agencies and stakeholders grounded in trust principles focused on delivering sustainable, long-term impact for Utah’s beneficiaries.
